Supports all 32-bit 33MHz PCI cards (= all PCI cards except some server-specific models, which are 64-bit),

By default, only the bottom port is active, and the board keeps its two top slots closed. To activate one of the top two slots, you'll need to insert the blocking device into an empty PCI slot. You'll therefore need 3 empty PCI slots to activate the Riser's 3 PCI slots.
